Hon. Dr. Chukwuemeka Ujam is the Managing Partner of Nina Jojer Africa (NJA), a leading Pan-African advisory firm. He brings together an exceptional combination of elite technical expertise, legislative leadership, and executive-level policy influence — a profile that is rare across the African continent and singularly positioned to bridge the worlds of technology, regulation, and government.

A PhD holder in Biometrics and IT Security from the University of Kent Canterbury — widely regarded as the global centre for academic excellence in biometrics — Dr. Ujam's research covered all four major biometric modalities: face recognition, iris scanning, handwritten signatures, and fingerprint analysis. His doctoral work is supported by peer-reviewed publications in the UK and Europe, and his academic preparation was further deepened by an MSc (Hons.) in Enterprise Information Systems from King's College London and a BEng (Hons.) in Electronic Engineering from the University of Nigeria, Nsukka.

His career in the United Kingdom spans some of the most consequential digital infrastructure programmes of the early 21st century. As Head of Technical Solutions for Serco Trusted Borders, he provided strategic and technical leadership for the UK Home Office's eBorders programme, designing the biometric entry-point immigration solution that secured the UK's borders. As Lead Technical Design Authority at ATOS Origin, he governed the security architecture of the UK Ministry of Justice network. At British Telecom (BT) Global Services, he served as Lead Architect for all network and security solutions on the Royal Bank of Scotland and National Australia Group accounts — a £500 million contract — leading a team of 20 technical designers and initiating a resource management programme that delivered £1 million in annual savings.

As Security Technical Architect at the Metropolitan Police Service, Dr. Ujam designed, implemented, and governed secure systems for one of the world's most complex policing networks, successfully delivering the High Assurance Internet Protocol Encryption (HAIPE) standard crypto domains. He was also engaged as Lead External Consultant to Galaxy Backbone (GBB), where he led the technical project management of Nigeria's Ministry of Foreign Affairs Global Communications Network.

Returning to Nigeria, Dr. Ujam was elected to the House of Representatives to represent the Nkanu East/West Federal Constituency, where he served as Deputy Chairman of the House Committee on Telecommunications. He was the sole sponsor of the Digital Rights Bill and moved numerous motions on ICT governance, cybersecurity, and digital rights. Prior to his legislative service, he served as Honourable Commissioner for Lands and Urban Development in Enugu State, where he pioneered the deployment of Oracle Database systems, GIS and Google Geospatial technology, and a 100Mbps LAN for the Ministry — driving a 50% increase in state revenue and fundamentally modernising the administration of land across the state.

At Nina Jojer Africa, Dr. Ujam leads all government affairs, policy advocacy, and regulatory advisory mandates. He has advised and represented clients including Apple Africa, Mastercard Nigeria, IHS Towers, the Nigerian Bottling Company, the American Business Council, and Diageo-Guinness, engaging actively on the Data Protection Bill, Plastics and Packaging regulation, the Finance Act, and digital economy legislation. His singular ability to translate deep technical knowledge into legislative and regulatory influence is the cornerstone of NJA's advisory proposition.
